Sounds like PC doublespeak to me. Logically, the sentence makes no sense. The vast majority of us are, by definition, average and nobody's perfect. It would be a sign of mental illness if someone thought they were perfect.

Something that perfectly matches or conforms to something that's imperfect. For instance, water (liquid) in an old bent and dented bucket would conform perfectly to the imperfect bucket. Therefore "perfectly imperfect" describes the relationship between what is and what isn't... perfect.
