This article was published in 2003. According to the Shrine website, they have a network of 22 hospitals, so they never voted to close any.

I am a Shriner. The endowment is shrinking, and the costs of running hospitals is increasing. There will be some scaling back in the future, that is a certainty. One compromise, is to reduce from a stand-alone hospital, to taking over a wing of an existing hospital. This will reduce overhead costs, and with the cost reduction, care can still be delivered.

I was told something along these lines a few weeks back from a Shriner , so that's another reason I thought this article was recent .
